By design, recipients (the To, cc, and bcc fields) are NOT included when you save a Template. This helps prevent Messages from accidentally being sent to the wrong lists and/or recipients. Note, however, that recipients ARE included in Drafts.
Because some users that have access to the Template might not have access to the same From address(es), the same currently applies to From addresses as well.
