There is no specific, hard-coded limit to the number of members in a PoliteMail list. However, as is the case with any very large list, a large number of recipients (such as a million) has the potential to bog down or crash any email server.
In general, you shouldn't have anything to worry about unless your list gets up over 500 million, assuming your message size remains small (under 500k).
